Participation in the social part of the ESIA of the Al Ula quarry project – Kingdom of Saudi Arabia
Client : EGIS Internationa
AlUla is famous for its sandstone rock formations, and for being the archaeological site of Hegra – the largest Nabatean settlement south of Petra. It was designated as Saudi Arabia’s first UNESCO World Heritage site in 2008.
To reach 2 million tourists in 2035, the Royal Commission of AlUla (RCU) adopted a Development Strategy that calls for a strong pace in investment and programme implementation (including the 9,500 keys and 7,000 villas programme). As a preliminary step, RCU has identified the need to undertake a number of preliminary technical studies to inform both the masterplan and the wider development planning that will accompany it. At this stage, several strategic studies are conducted in the fields of regional planning, urban design, landscaping, vegetation, training for construction sector, agriculture, climate, infrastructures, geohazards, water and soil conditions.
To extract raw materials from the ground, four sites for potential quarries at ALULA are studied.
An Environmental and Social Impact Assessment (ESIA) Screening Form is required to be completed in advance of the Land Use Site Clearance Application (LUSCA) and is the first step in obtaining ESIA Decision from the Royal Commission for Alula (RCU) Consent Authority (CA). This first step will determine whether a proposed Development is to go through the Statement of Environmental Effects (SEE) process, or if it warrants a more in-depth review of environmental and social impact through the ESIA process.
