Supporting the socio-economic and livelihood impacts through a Livelihood Restoration Plan (LRRP) for the Millennium Highway (MH) and West Coast Road (WCR) rehabilitation project, from Castries to La Soufrière.

Client: Department of Infrastructure, Ports and Transport (DIPT), Government of Saint Lucia (GOSL) with funding from the Caribbean Development Bank (CDB)

Mission:

As a beneficiary of the UK Caribbean Infrastructure Fund (UKCIF), the Government of Saint Lucia (GOSL) has received funding for road improvements along the Millennium Highway (MH) and West Coast Road (WCR) corridor, covering 40.2 km between the capital of Castries in the north and Soufrière in the south of the island. The feasibility study and Environmental and Social Impact Assessment (ESIA) carried out in 2019 highlighted the need to relocate nearby vendors and properties, particularly in Roseau Valley and Marigot, Cul-de-Sac and Anse-la-Raye.

To this end, GOSL commissioned a Livelihood Restoration Plan (PRME) to support a total of 34 Project Affected Persons (PAPs). The approach adopted for the development of this PRME is unique in that it focuses on the training and capacity building of PAPs, based on their existing skills, the gathering of their needs and aspirations, but also on the analysis of the needs of the market in Saint Lucia in order to develop an adapted and appropriate capacity building and training plan.

Results:

Insuco has provided the following services:

  • Conducting a skills survey and a basic socio-economic survey of displaced households and vendors (Component I) via a quantitative questionnaire and individual interviews with thirty-four (34) PAPs and conducting five (5) focus groups;
  • Conduct of a needs assessment of all PAPs (34) and analysis in relation to the reality and needs of the market in Saint Lucia (Component II) via sixteen (16) individual interviews with institutions and economic players relevant to the study;
  • Drawing up a capacity-building/training and management plan including recommendations (Component III) by conducting four (4) validation focus groups with the PAPs.

Insuco submitted the following deliverables:

  • A start-up report ;
  • Interim report (including skills survey, baseline study and market needs assessment) ;
  • Final report (including capacity building/training and management plan and recommendations to GOSL).
