Mission

Under the supervision of the Technical Director, the Project Manager is responsible for monitoring the commercial aspects of invitations to tender, contributing to the administrative preparation (collection of administrative documents and references) of commercial files, and to the logistical preparation of project implementation.

Location

The position is based in Phnom Penh with travel possibilities within and outside Cambodia.

Duties and activities

1. Technical Department Supervision:

  • Define the activities of the Technical Department in consultation with the Country Director:
    • Selection of responses to Requests for Proposals (RFPs) in collaboration with other members of the Technical Department.
    • Supervise and execute ongoing projects.
  • Organize internal resources within the Department:
    • Allocate and monitor activities among department personnel.
    • Implement tracking and management tools.
    • Manage department personnel (goal achievement, time off, etc.).
    • Ensure information flow within the department.

2. Project Coordination:

  • Facilitate information transfer:
    • From Insuco to consultants.
    • From Insuco to clients.
    • Internally, among different departments.
  • Provide technical support for all mission aspects, in collaboration with:
    • The Country Director for technical aspects of contracts.
    • HR for personnel-related matters (team contracts).
    • Finance for financial aspects (timesheets, billing).
    • Operations Assistant for mission planning and organization.
  • When necessary, conduct field supervision missions to ensure proper project implementation.

3. Contribution to Business Development:

  • Conduct market research.
  • Seek new clients/projects and maintain relationships with current/past clients.
  • Prepare responses to requests for proposals and expressions of interest.

4. Scientific Support and Quality Control:

  • Maintain a knowledge transfer process and methodological support among project stakeholders.
  • Monitor and ensure adherence to Insuco quality standards in project execution and deliverables.
  • Review consultant deliverables to ensure compliance with client requirements.
  • Contribute to the improvement of project tracking and reporting tools.

5. Research and Development / Knowledge Capitalisation:

  • Centralise existing data and reports.
  • Monitor and participate in internal company initiatives.

6. Overall Responsibilities:

  • Under the guidance of the Country Director, contribute to the company’s strategy development to enhance and improve Insuco’s activities.
  • Support various support and scientific departments to enhance scientific output and maintain Insuco’s quality standards.
  • Provide regular project updates to the Country Director and, upon request, more detailed reports to the Asia General Director or even the Chief Executive Officer.

Required Profile

Education:

  • Minimum master’s degree in social sciences, economics, agronomy, environmental studies, or a related discipline.

Experience

  • Minimum of 5 years of successful field experience and project management in developing countries.
  • Experience working efficiently and effectively in urgent and challenging situations.
  • Expertise working as part of a team and in a multicultural environment.
  • Knowledge of international standards related to Social Impact Assessments, Resettlement Action Plans is an advantage.
  • Experience in Southern countries and in consulting firms are advantages.

Skills

  • Excellent writing skills (drafting, analysis, and review of proposals, technical and strategic documents) are required.
  • Excellent proficiency in English, both oral and written, is essential. Proficiency in French is desirable.
  • Proficiency in office and general computer tools is essential.

Soft Skills

  • Strong interest in human development issues and a desire to gain or strengthen international experience.
  • Willingness to engage in stimulating projects within a multicultural and dynamic consulting firm
  • Self-motivated, flexible, with a strong work ethic, and able to respond effectively to complex and evolving situations.
  • Excellent organisational skills and a high level of rigour, as well as a passion for teamwork and strong interpersonal skills.
  • Ability to develop and engage in partnerships, and participate in meaningful collaborations.

Position to be filled as soon as possible

Position based in Phnom Penh, with the possibility of travel within and outside the country;
