Mission:

MAHITSY hydro, part of the Tozzi Green Madagascar (TGM) group, is developing the Farahantsana Mahitsy hydroelectric power plant in Madagascar on the basis of a concession granted by the Ministry of Energy and Hydrocarbons (MEH) to establish, own, operate and maintain a 28MW T-line facility at a voltage of 63kV for the purpose of transiting electricity from the plant. Following its environmental clearance by the National Environment Office in 2019, construction work on the line started in January 2020 and was accompanied by a compensation and involuntary resettlement management strategy. Insuco has been mandated to strengthen this strategy and formalize a Resettlement Policy Framework (RPF) and a Complaints Management Mechanism (CMM) in compliance with the International Finance Corporation (IFC) standards.

Results:

Insuco has provided the following services:

  • Documentation of the methodology
  • Legal review
  • Development of the CMM
  • Development of a tool to compensate losses during construction and/or maintenance of the line
  • Elaboration of the RFP
