Preparation of E&S management plans, stakeholder engagement and E&S monitoring for the construction and rehabilitation of hospitals in Kara and Lomé – Togo

Mission:

In 2021, Togo launched its “Universal Health Coverage” programme to improve access to quality healthcare for a greater number of people in the country.

In this context, Ellipse Projects, a French engineering company specialising in the design and implementation of infrastructure projects, has been mobilised by the Togolese authorities to rehabilitate two priority sites:

  • University Hospital Centre (UHC) – Campus: with a current hospitalisation capacity of 197 beds, it is planned to rehabilitate and re-equip this CHU to provide a capacity of 332 beds;
  • UHC Kara: with a current hospitalisation capacity of 239 beds, there are plans to rehabilitate and re-equip this CHU to provide a capacity of 345 beds.

As part of the Lomé and Kara UHC rehabilitation project, the Insuco -Antea consortium was commissioned by Ellipse Projects to prepare E&S plans (including a Stakeholder Engagement Plan – SEP), to support them in the engagement of stakeholders and to ensure E&S monitoring of the implementation of the E&S plans during the construction phase (3 years) and operation phase (1 year).

Results:

At the end of the service, the following deliverables would be provided to the Customer:

  • Two Stakeholder Engagement Plans, one for Kara and one for Lomé;
  • E&S management plans for the construction and operation phases, including:
    • ESMP system framework document ;
    • Cultural heritage management plan;
    • Workforce management plan ;
    • Construction site dismantling plan;
  • 7 E&S monitoring reports.
