Consultancy to identify gender equity gaps and opportunities in the Peruvian mining-energy sector through diagnostic analysis and participatory research for the Inter-American Development Bank.

Mission:
The mission consisted of executing a comprehensive gender equality diagnostic for the Peruvian mining-energy sector, focusing on workforce dynamics and community value chains. Insuco implemented a four-phase methodology to deliver technical and strategic results. In Phase 1, we established technical alignment, identified applicable parameters, and produced a preliminary report. Phase 2 involved designing a participatory methodology and conducting field data collection. We utilized sample-based research to capture the perceptions of women currently involved in the sector, identifying their specific recommendations for industry strengthening. In Phase 3, we performed a rigorous gap analysis at both the corporate and community levels, particularly focusing on female participation in operations within the areas of influence. We triangulated this information with case studies and capitalized on existing inclusion practices to define a strategic “Work Route.” Finally, Phase 4 focused on socialization and sustainability, where we conducted webinars and engaged key actors to build consensus around the findings.
Results:
We delivered a final report containing the baseline results and a clear roadmap with short- and medium-term goals. Our work provided the IDB with actionable insights to overcome the challenges of shift-based work and remote operations, ensuring that the high-quality benefits of the extractive industry—such as indefinite contracts and specialized training—become more accessible to women. By identifying challenges and opportunities, we established a framework for the sector to transition toward a more equitable model, promoting the participation of women in both operations and community development activities. The final result included a detailed “Working Route” pointing out areas of opportunity and challenges to advance gender equality in the Peruvian extractive sector.
