Technical support to the Permanent Committee for Amicable Acquisition (CPA) to improve the process of acquiring land for road projects in Haiti by supporting the dissemination and popularization of information on expropriation procedures, revising the price scale for calculating compensation, improving the database management system, and creating a toolkit for CPA staff.

Mission:
Insuco has been working with the Inter-American Development Bank (IDB) since 2022 to provide technical support to the Permanent Committee for Amicable Acquisition (CPA), the public institution responsible for expropriations, with a view to improving and optimizing the processes for acquiring the land rights necessary for the implementation of the road projects it finances in Haiti. This project is a second phase of support that began in 2024 and focuses on the following actions:
- Dissemination of the illustrated expropriation guide (produced during phase I) and organization of a workshop on resettlement and expropriation issues with staff from the Ministry of Public Works, Transportation and Communications (MTPTC) to promote a broader understanding of expropriation procedures in Haiti and the functioning of the CPA;
- Revision of the compensation scale (applicable to the RD501, RN1 and RN5 roads) and proposal for a calculation tool that can be used in the long term;
- Improvement of the archiving pilot (produced during phase I) and support for key CPA staff to facilitate its adoption and use;
- Production of a good practice guide and toolkit for CPA staff containing practical resources, templates and procedures to facilitate their daily work.
Results:
Insuco carried out the following activities:
- A documentary review;
- Support for the printing/distribution of the expropriation guide and the organization of a workshop on resettlement and expropriation issues for MTPTC staff;
- Quantitative surveys (land and infrastructure) at the RN5, RD501 and RN1 levels for the revision of the price scale;
- Interviews and focus groups with various stakeholders (CPA staff, PAPs, local institutions involved in the expropriation process such as notaries, justices of the peace, tax authorities);
- Close technical support to CPA staff to improve their archiving process by refining the pilot project according to their needs.
Insuco provided the following deliverables:
- Deliverable 1: Kick-off report;
- Deliverable 2 including: An updated price matrix, an Excel price calculation tool with a methodological guide for updating price scales;
- Deliverable 3: Improved archiving pilot accompanied by a revised user manual;
- Deliverables 4 and 5: Toolkit including collection tools and a best practice guide.
