Study to examine the relationship between land tenure statutes and land use

Client : Global Land Alliance, for the CIAT, funded by the IDB

Mission:

The Interministerial Committee for Territorial Planning (CIAT, by its French acronym) has implemented since several years a programme to secure land tenure, which permitted producing in 5 pilot municipalities Land Basic Plans (Plans Fonciers de Base – PFB), that precede the potential establishment of a cadastre in the country. Through this project, the CIAT collected an important amount of data regarding land tenure statutes and proposed an evaluation of land tenure security level. Additionally, other data focusing on land use are available and could be interpreted, in particular thanks to the production of aerial imagery by the IGN in 2014. The CIAT consequently mobilised funds to analyse in 2 pilot municipalities, where PFB were already produced, the relationship between land tenure statutes and land use, in order to be able to guide future public policies regarding both agriculture and land tenure.

Results:

The following services are expected:

  • Proposition of a methodology to analyse the relationship between land tenure statutes and land use
  • Training workshop – presentation of the methodology
  • Final report with the application of the methodology on 2 pilot municipalities (Bahon and Camp Perrin), which includes a series of illustrative maps
