Review of the Resettlement Action Plan (RAP) for the Construction of West Sea dike from Cai Doi Vam to Kenh Nam, and wave breaker to prevent coastal erosion in critical sections from Ong Doc river estuary to Bay Hap estuary

Mission:
The project entitled “Construction of the western sea dyke from Cai Doi Vam to Kenh Nam, and installation of breakwaters to prevent coastal erosion in critical sections, from the Ong Doc River estuary to the Hap Bay estuary, Ca Mau Province,” funded by the French Development Agency (AFD), aims to strengthen the long-term protection and resilience of the western coastline of Ca Mau. The initiative focuses on the construction and modernization of essential coastal defense infrastructure to combat severe coastal erosion, reduce the impacts of storms and storm surges, and protect local communities, agricultural land, and critical ecosystems.
As part of this project, a Resettlement Action Plan (RAP) was developed.
Insuco was in charge of analyzing this RAP against the World Bank’s Environmental and Social Standard No. 5 to identify compliance gaps and propose measures to address them.
Results:
The following deliverables were given to the client:
- The RAP reports with the comments
- An Excel file with detailed comments on the gaps identified and propositions to close them
