Mission:

As part of the implementation of the PND-EAU II project, led by SP-EAU with the support of several technical and financial partners, Insuco was commissioned by one of these partners, AFD, to prepare a Resettlement Policy Framework (RPF). The project includes the rehabilitation and commissioning of existing water infrastructure, the construction of new facilities (reservoirs, boreholes, treatment units, pumps), as well as the extension of drinking water supply networks and household connections.

The RPF covers the four localities targeted by Phase II — Aného, Vogan, Tabligbo, and Notsè — and aims to provide the project promoter with a preliminary assessment of the social risks related to involuntary resettlement, in line with the international environmental and social standards applied by AFD. It includes:

  • a typology of potential displacement situations,
  • an initial risk assessment,
  • a framework for resettlement management procedures,
  • and guidance for the preparation and implementation of future Resettlement Action Plans (RAPs).

Results:

The following deliverables were produced as part of this assignment:

  • The Resettlement Policy Framework (RPF) and its annexes, including records of the stakeholder consultations conducted;
  • A proposed budget estimate for the implementation of the Resettlement Action Plans (RAPs);
  • Terms of Reference (ToR) for the preparation of the RAPs.
