Elaboration of the Resettlement Policy Framework (RPF) for PRESU project and of the Resettlement Action Plan (RAP) for Idriss Deby Avenue in Bangui

Mission:

The Project for Economic and Social Reconstruction in Urban Areas (PRESU), financed by the French Development Agency (AFD) and managed by the Ministry of Urban Planning, of the City and Housing (MUVH) via the Agency for the Execution of Public Works in the Central African Republic (AGETIP CAF), is a project developed in Bangui and more precisely in the districts of Sara/Yakité, KM5 (3rd arrondissement) and Miskine (5th arrondissement). The objectives were to improve the urban environment of these disadvantaged neighbourhoods and to promote the social and economic cohesion of households by improving the integration of the above-mentioned neighbourhoods, as well as basic equipment and services.

To this end, PRESU planned to intervene in particular in the rehabilitation of road axes, the rehabilitation of existing infrastructures and the construction of local infrastructures. Some of these interventions concerned locations with an established land tenure status, while others presented an uncertain land tenure situation.

Consequently, a Resettlement Policy Framework (RPF) was required for the PRESU project, as well as a Resettlement Action Plan (RAP) specifically for Idriss Deby Avenue, which was going to be impacted by involuntary displacements in the very short term.

The mission thus consisted, among others, in carrying out a legal and regulatory review, identifying the study area for each of the districts, engaging stakeholders, defining the compensation costs, carrying out the inventory of assets and persons affected in each district and calculating the compensation amounts for each of the Persons Affected by the Project (PAP).

Results:

The following deliverables were produced:

  • Provisional list of PAPs and public announcement of the cutting date
  • RPF with its summary and the Terms of Reference for the implementation of the RAP
  • PAR for Idriss Deby Avenue
  • Letter of commitment between AGETIP CAF, the Ministry of Urban Planning, City and Housing, and the monitoring committee for the development of Idriss Deby Avenue
  • The database of the identified PAPs
