Resettlement Action Plan (RAP) inventories of the Libreville airport bypass road for GSEZ Airport – Gabon

Client : Gabon Special Economic Zone – Airport

Mission:

Within the framework of the Libreville Airport Bypass Road Project, and more particularly in the context of involuntary physical and economic displacement, GSEZ Airport mandated INSUCO to ensure the collection and analysis of field data for the establishment of the Resettlement Action Plan (RAP) of the People Affected by the Project, through the following tasks :

  • Engagement of Stakeholders and constitution of Local Monitoring Committees
  • Preparation of the RAP data collection tools and revision of the price and eligibility matrix provided by GSEZ-Airport, validation of the tools by the competent public administrations.
  • Identification of all the Persons Affected by the Project, mapping of the parcel of land on the right-of-way of, and collection of the RAP data on the ground: inventories and socio-economic surveys with continuous mobilization of the institutional and Stakeholders
  • Support for the updating of the complaints management mechanism.
  • Calculation of the right to compensation for each Person Affected by the Project.
  • Establishment of standard release contract models for each Project Affected Person.
  • Assistance in drafting communication tools in relation to the RAP process, in accordance with national regulations and international standards (IFC, ADB).

Results:

The following deliverables were provided to the client:

  • GIS parcel database on the project area
  • RAP qualitative and quantitative data and their analysis (plot surveys and household surveys)
  • Model property sheet and model release agreement
  • Advisory opinion on the Resettlement Action Plan document drafted by AECOM
