Preparation of an Environmental and Social Management Framework (ESMF) for the Programme de Modernisation de la Gestion Foncière in Senegal (PROMOGEF)

Mission:
The main objective of the study was to provide guidelines to ensure that all the environmental and social risks that could impact on the successful implementation of the Programme de Modernisation de la Gestion Foncière in Sénégal (PROMOGEF) were taken into consideration. The study focused particularly on the potential impacts on human rights and land rights. We proposed recommendations and measures to mitigate or compensate for these impacts.
Results:
The following services were provided to the client:
- Development of a Stakeholder Engagement Framework (SEF) to ensure the participation and ownership of PROMOGEF by all stakeholders;
- Development of an Environmental and Social Management Framework (ESMF) to manage all the environmental and social risks and impacts of the Project: construction activities, land issues, conflict management, displacement of local communities, etc. It has outlined how to deal with potential negative impacts and proposed measures to be put in place.
