Multi-country final evaluation of a school-enterprise project strengthening youth employability and support to very small enterprises - Haiti, Togo, Senegal, Burkina Faso

Mission:
Entrepreneurs du Monde (EdM) is a French non-profit organisation that supports the socio-economic integration of people living in extreme poverty in Africa, Asia, and the Caribbean. With co-funding from the French Development Agency (AFD), EdM implemented a multi-country project from November 2020 to November 2023 aimed at strengthening youth employability and developing very small enterprises.
To deliver tailored training, EdM incubated four school-enterprises in Burkina Faso, Senegal, Togo, and Haiti.
The project aimed to support the structuring of these new entities and ensure that their economic activity fostered professional training and capacity building for beneficiaries. As part of this mission, Insuco was commissioned to carry out the final evaluation of the project using the main evaluation criteria of the OECD’s Development Assistance Committee: relevance, effectiveness, efficiency, and sustainability. The aim was firstly to determine to what extent the project helped create an environment conducive to entrepreneurship and professional integration, and secondly to analyse the outcomes in terms of improved income and living conditions for the beneficiaries.
Results:
Insuco carried out the following activities:
- A document review and development of qualitative and quantitative data collection tools;
- Quantitative surveys with a total sample of 158 beneficiaries, including 102 in Togo and 56 in Burkina Faso;
- 30 qualitative interviews and seven focus group discussions with various project stakeholders (partners, former and current school-enterprise beneficiaries, key staff involved in monitoring and implementing project activities, etc.) in the four countries.
Insuco delivered the following outputs:
- An evaluation report covering all four countries;
- A capitalisation document focusing on the cases of Haiti and Senegal, where the school-enterprises were closed in 2023;
- A final presentation of the evaluation.
