Update of the People Affected by the Project (PAP) baseline study and proposition of a monitoring program of resettlement and livelihood restoration strategy of the Matoto Power Plan Project

Mission:

TPC, Endeavor Energy’s Guinean subsidiary, developed a 50 MW power plant project in the commune of Matoto (Conakry). Following up on various studies (ESIA, PEPP, economic displacement risk analysis, etc.) and to pursue its commitment to the livelihood restoration process, TPC commissioned Environmental Resources Management (ERM) and Insuco to conduct an initial monitoring report on the PAP and their economic activities, as well as to develop recommendations on livelihood restoration activities to be implemented.

The main objective of Insuco’s mission was therefore to present a monitoring report including an update of the socio-economic data of PAP identified and compensated by the CPT due to their economic displacement, including their economic activities before and after displacement. A status report on their knowledge of the mining project (compensation received, grievance management mechanisms, general information) was also prepared. Finally, following consultations with permanently displaced PAPs, proposals for livelihood restoration activities were made.

Results:

Insuco provided the following services:

  • Review of available literacy;
  • Development of collection tools;
  • Collection of quantitative data from PAP (socio-economic survey);
  • Conducting consultations with permanently displaced PAPs;
  • Identification of vulnerable households;
  • Proposition of livelihood restoration activities;
  • Writing the deliverable;
  • Reporting of results.

Insuco submitted the following deliverables:

  • A monitoring report including the data collection tools, minutes and registers of public consultations, results of the socio-economic survey, the state of knowledge of the PAP on the Project, the proposals for livelihood restoration activities and the monitoring and evaluation of activities;
  • A training of TPC teams in the use of tools developed;
  • A database containing the socio-economic data of the PAP.
