Comprehensive Data Collection and Technical Assessment of Infrastructure and Equipment Across 27 Public Universities to Support Strategic Decision-Making and Educational Quality in Peru

Mission:
The PMESUT program, backed by the Peruvian Ministry of Education, sought to modernize the national higher education landscape. The project addressed a critical need: the lack of updated, centralized data regarding the physical state of public universities. This data vacuum hindered effective budget allocation and planning. Implemented nationwide in Peru, the initiative aimed to ensure that infrastructure and equipment directly support undergraduate training, cultural extension, and social projection. The ultimate goal was to provide a solid evidence base for the government to make informed investment decisions that would close existing gaps in educational quality and service delivery across the country’s diverse regions.
Insuco, in partnership with INNOVAPUCP, deployed a robust multidisciplinary team of 166 specialists, including infrastructure experts and field supervisors, to execute this nationwide data collection exercise. The mission was characterized by its methodological rigor and logistical complexity, covering 27 public universities. We designed and implemented customized measurement tools aligned with the National System of Multi-annual Programming and Investment Management.
Results:
Key activities performed during the six-month assignment included:
- Development of technical instruments for measuring infrastructure quality indicators for undergraduate services.
- Extensive field surveys to capture detailed data on the state of buildings, laboratories, and specialized equipment.
- Collection of comprehensive information regarding cultural extension, social projection, and continuing education services.
- Consolidation of technical findings into actionable databases for the PMESUT unit.
Our technical assistance ensured that the client received high-quality, verified data. These deliverables provided the Ministry of Education with the necessary insights to prioritize infrastructure projects, ensuring that future investments are targeted where they can most effectively enhance the student experience and institutional capacity.
