Design of a Monitoring and Evaluation System, Training Delivery, and User Guide Development for the GEF-PNUD Small Grants Programme in Colombia

Mission:

Insuco was engaged to strengthen the implementation of the monitoring and evaluation (M&E) system of the GEF-PNUD Small Grants Programme by ensuring its effective use by local stakeholders. The client expected practical, user-friendly tools and capacities that would allow consistent data collection, analysis, and reporting across different initiatives and territories. Our multidisciplinary team worked closely with the programme’s partners, including Fundación ACUA, combining technical expertise in M&E with participatory training approaches. The mission focused on translating the system into accessible formats, facilitating its appropriation by users with diverse capacities, and ensuring alignment with the operational realities of community-based projects. Insuco applied a highly participatory, learning-by-doing approach, using real project cases to strengthen user understanding and ownership of the M&E system. A key added value was the iterative refinement of tools based on direct feedback from local stakeholders. This ensured the guide and training materials were practical, adaptable, and easily scalable across diverse community contexts.

Results:

The main results included comprehensive training materials designed for reuse, the delivery of field-based training sessions with practical exercises and self-assessment tools, as well as the development of a clear and well-structured user guide. Feedback from participants was systematically collected and incorporated in order to refine both the tools and the training approach.
