Final evaluation of the Resilient Communities (CoRe) programme, promoting a just ecological transition by strengthening the capacities of partners and communities

Mission:
Insuco was mandated to conduct a final independent evaluation of the design, implementation and results of the CoRe programme, which began in October 2021 between the SCCF and the local partners, with the aim of identifying a shared systemic vision and the horizons to be reached jointly to build a just ecological transition, as well as the positions to be defended. The evaluation mission was both retrospective and prospective, with a view to a second phase of the programme.
This evaluation was also part of a particular global agenda aimed at sharing of the final vision of an “ideal world” (the outcome of the just ecological transition) where 3 major groups of rights would be respected and guaranteed (the right to live in connection with each other and with nature, the right to live in harmony with one’s territory, the right to live off the land and from one’s work).
The specific objective was to answer specific evaluating questions relating to the following issues:
- The integrated governance system as well as the (co)construction of the program’s vision in relation to its overall objective.
- The transformative power of two field projects (Togo and Bangladesh) as well as a regional dynamic (Latin America) with regard to the 4 strategic axes of analysis.
Results:
- An evaluation scoping note, describing the approach/methodology and programme implementation/timetable.
- A preliminary report with observations and recommendations in French, Spanish and English.
- A final report in French, Spanish and English incorporating the comments/observations arising from the exchanges and discussions with the project partners and the programme coordination team.
