Final Evaluation of the ‘Unión Natural’ Project on Sustainable Forest Management in the Colombian Pacific, including the formulation of strategic and operational recommendations - Colombia

Client: Agence française de développement (AFD) with funding from the French Global Environment Facility (FFEM)

Mission:

The project to be evaluated was developed specifically in the departments of Chocó, in the Río Buey and Tagachi sectors, and in Antioquia, in the Arenal/Vigía del Fuerte sector. The project components focused on strengthening the skills and participation tools of forest stakeholders; the implementation of pilot models of sustainable forest management in local populations; and scientific research and the production of information on forest management.
The direct beneficiaries of the project were approximately 240 Afro-descendant families from the communities involved, COCOMACIA’s governing bodies, as well as regional institutions and young forestry professionals.
In this context, Insuco Colombia provided a final evaluation of the project, the main objective of which was to formulate recommendations for strategic and operational actions, based on the results and lessons learned. To this end, information was gathered through surveys, semi-structured interviews and a focus group with project beneficiaries and stakeholders.

Results:

  • Work plan and methodology in the field: the work plan is the result of the kick-off meeting between Fondo Acción/ONFA, FEEM and Insuco, which compiled the final version of the timetable, activities and expected results. In addition, a report on the primary data collection methodology and the evaluation methodology, as well as an identification of the stakeholders, are presented.
  • Fieldwork report: following the collection of primary data in the field, the report includes the systematisation of interviews, focus groups, lists of participants, interview transcripts and photographs of meetings, as well as the preliminary perceptions of the stakeholders identified
  • Preliminary evaluation report: Based on the analysis of the information collected in the field, a draft report is written and sent to the Fondo Acción/ONFA and FEEM teams for comments and feedback.
  • Final evaluation report, evaluation summary and evaluation feedback: After considering the comments and feedback, Insuco adjusts the report to deliver the final version. In addition, a summary of the evaluation was provided to make the information easier to read. Finally, a social space was opened with the Fondo Acción/ONFA and FEEM team to present the most relevant conclusions and results of the evaluation, as well as the lessons learned from the project.
