Mission:

Insuco was commissioned to carry out the final evaluation of the REDD+ program supporting the implementation of the Joint Declaration of Intent (DCI) in Colombia. The client expected an independent, evidence-based assessment of the project’s performance, including the achievement of objectives, effectiveness of implementation, and overall impact across its three core components: DCI coordination, the sustainable livestock program (PIRPAG), and zero-deforestation agreements. Our team combined expertise in evaluation, climate policy, rural development, and environmental governance to apply a mixed-methods approach. This included a comprehensive review of project documentation and databases, interviews with key stakeholders—such as implementing teams, sector representatives, and beneficiaries—and field-based validation of results. The evaluation also focused on identifying lessons learned and generating strategic, actionable recommendations for future operations.

Results:

Key deliverables included a detailed work plan, a fieldwork report summarizing primary data collection, and a final evaluation report presenting findings on results, impacts, and performance against the logical framework. The report also provided concrete recommendations to enhance the design, coordination, and scalability of similar initiatives.
