Final assessment of Hurricane Matthew Recovery Project

Client : Canadian Red Cross

Mission:

After intervening in an emergency situation following Hurricane Matthew, that affected the south of Haiti during the night between the 3rd and 4th of October 2016, the Canadian Red Cross implemented between June 2017 and December 2018 a recovery project, that includes an important component to strengthen health services. In accordance with the Red Cross Movement strategy, the whole set of activities was implemented in partnership with the Haitian Red Cross, with the objective to strengthen local capacities. Insuco was asked to carry out the final evaluation of this recovery project.

Results:

After meeting with the project team and the management of the Canadian Red Cross, the documentation of the project was analysed and an evaluation mission was implemented on the field in order to answer the assessment questions, with an important participation of the different stakeholders. These questions, in addition to the main OECD assessment criteria, integrate various dimensions such as the quality of the transition between emergency and recovery phases, or the project effects regarding the strengthening of the local Red Cross network.

The following products were delivered:

  • Inception report, that includes the analysis of the documentation and the tools proposed to collect information
  • Data collection report and presentation of the first results
  • Final assessment report
