Conducting a feasibility study on the restructuring of the Bache à Eau (Balbala) neighbourhood for the Ministry of Housing

Mission:

Since 2017, Djibouti has been committed, through the Ministry of Housing, to a global strategy called the “Zero Slums Programme” in order to progressively rehabilitate all the precarious neighbourhoods and allow their inhabitants to have access to land security, decent housing and quality public space. The Bâche à Eau neighbourhood in Balbala was one of the neighbourhoods selected to benefit from a restructuring plan.

It is in this context that Insuco, Urbaconsulting and Hydroconseil were retained to carry out the feasibility study for the restructuring of the Bâche à Eau neighbourhood. Insuco was responsible for carrying out a social baseline study considering 2,000 households, in conjunction with a topographer to map the district and link the parcel data and surveys. Insuco also carried out a priority investment plan based on the different scenarios selected for the restructuring. Finally, a brief environmental and social impact study was carried out based on the works required to carry out the restructuring.

Results:

The following deliverables were handed over to the client:

  • A social baseline study with 2000 household surveys
  • A brief ESIA
  • A Priority Investment Plan
