Final evaluation of the project Strengthening schools and communities’ capacities in terms of disaster resilience

Mission:

Plan International is a sponsoring NGO that has been working in Haiti for over 40 years. Thanks to funding from the Swedish International Development Agency (SIDA), Plan implemented the project Strengthening schools and communities’ capacities in terms of disaster resilience between May 2018 and July 2019, which aimed to strengthen the capacities of 15 schools in the southeast, northeast and west of the country (in areas particularly vulnerable to natural disasters) and address the issue of gender equality. To this end, the project has been designed to replicate a set of common activities in the 3 areas of the project, on the topics of Disaster Risk Reduction (DRR), Water Sanitation and Hygiene (WaSH), Village Saving Loan Association (VSLA).

In this framework, Insuco has been requested to carry out the external evaluation of the project, based on:

  • The five normative evaluation criteria of the Development Support Committee (DSC) of the Organization for Economic Cooperation and Development (OECD);
  • Internal criteria of the NGO Plan, namely: equality/participation/non-discrimination, gender.

After meeting with Plan’s coordinators, a first phase of reviewing the available documentation was carried out. Then, 7 individual interviews and a field visit were organized, in 5 schools in the northeast of Haiti. This phase in the field consisted of:

  • Direct observation of the infrastructure and projects implemented to mitigate the impacts of the disasters, systematized through an evaluation questionnaire;
  • Group discussions (5) with participants of VLSA activities, as well as teachers and students;
  • Individual interviews with school principals and members of Community Civil Protection Committees (CCPC).

Results:

Insuco delivered the following products:

  • Scoping report;
  • Final evaluation report.
