Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP), and Resettlement Policy Framework (RPF) for the "+ Água Pernambuco" drinking water and sanitation program of the Pernambuco Sanitation Company (COMPESA)
Mission:
Within the framework of this program and taking into account the nature and scale of the infrastructure subprojects that comprise it, as well as the potential social and environmental risks identified, such as impacts on the environment, resettlements, or impacts on vulnerable populations, AFD contracted Insuco to develop an Environmental and Social Management Framework (ESMF) in accordance with the World Bank’s Environmental and Social Standards and AFD’s exclusion list; and that integrates a Stakeholder Engagement Plan (SEP) and a Resettlement Policy Framework (RPF) to identify, prevent, mitigate, and manage potential environmental and social risks and impacts.
Results:
The Insuco team ensured that the Environmental and Social instruments were not only aligned with World Bank ESS and AFD requirements, but also tailored to COMPESA’s institutional capacity and Pernambuco’s territorial realities. By integrating GIS analysis, biodiversity expertise, and participatory methodologies, the mission provided actionable tools for risk anticipation and adaptive management.
