Mission:

The European Investment Bank (the “EIB”), the European Bank for Reconstruction and Development (the “EBRD”) and the Kreditanstalt für Wiederaufbau (the “KfW”) are considering the financing of the new El Menzel Pumped Storage Power Station (STEP) with a capacity of 300MW for 5 hours (the “Project”) planned by the Hydraulic and Renewable Energy Directorate of the Moroccan National Office of Water and Electricity (“ONEE”).

The El Menzel Pumped Storage Power Station (STEP) project will have a storage capacity of 300 MW for 5 hours. It is located in the province of Fez, about 35 kilometers southeast of this city, and 8 km northwest of the city of El Menzel (as the crow flies). Following the completion of a scoping study1 the project has been classified as category “A” for the EIB, EBRD and KfW and therefore requires an Environmental and Social Impact Assessment (ESIA). This study will comply with the requirements of Law 12-03 on Environmental Impact Assessments and the environmental and social performance standards of the EIB, EBRD and KfW. The Ginger Burgeap – Insuco consortium has been mandated to carry out this ESIA.

Results:

Insuco produced the following deliverables:

  • Establishment of an initial report;
  • Completion of the ESIA;
  • Development of an ESMP;
  • Development of a land acquisition and livelihood restoration framework;
  • Development of a PEPP;
  • Development of an ESAP.
