Independent Environmental and Social Due Diligence (ESDD) for the 432 MW Thermoelectric Combined-Cycle Power Plant "Manzanillo Power Land" in the Dominican Republic for CIFI Financing Approval.
Mission:
Insuco Dominican Republic was mandated by CIFI to conduct an independent Environmental and Social Due Diligence (ESDD) for the 432 MW “Manzanillo Power Land” combined-cycle power plant. Aligned with IFC Performance Standards and Equator Principles, our team evaluates E&S risks and the Sponsor’s management capacity. Our value lies in developing a tailored Environmental and Social Action Plan (ESAP) to secure international financing compliance.
Results:
Insuco Dominican Republic executed an independent Environmental and Social Due Diligence (ESDD) to provide CIFI with a comprehensive assessment of the environmental and social risks, impacts, and compliance gaps associated with the Manzanillo Power Land project. Our technical mandate focused on evaluating the project’s current alignment with CIFI’s E&S Policy Framework, the IFC Performance Standards (2012), the Equator Principles (EP4), the World Bank Group EHS Guidelines, and applicable national regulations. To achieve this, our core team mobilized specialized senior expertise in social sustainability and environmental engineering, including Jorge Ulloa as Project Manager, Giselle Deño as Social and Human Rights Expert, and Francisco Carrasco as Environmental, GHG, and Climate Risk Expert.
The assessment was executed through a rigorous three-phase methodology deployed over a seven-week schedule. Following a formal inception phase and information request processing, our experts conducted an intensive 4-day site visit to Paraje El Copey to analyze the local socio-environmental context, inspect layout areas, and conduct interviews with key institutional and community stakeholders. The mission delivered decision-ready technical outputs, including a 5-page Red Flag Report outlining critical compliance gaps and risk level categorizations, a comprehensive independent ESDD Report evaluating technical and institutional capacity, and an Environmental and Social Risk Summary (ESRS) tailored for internal and public disclosure.
Our intervention directly impacts the project’s financial readiness by designing a tailored, time-bound Environmental and Social Action Plan (ESAP). This framework establishes corrective measures regarding air emissions, wastewater management, occupational health and labor conditions. Furthermore, it assesses the Sponsor’s organizational capacity to monitor contractors and manage supply chain risks such as fair wages and local hiring, ultimately ensuring structural sustainability and securing financing validation.
