Development and approval of the Sustaining Technical Report (ITS) for the Santa Rosa Expressway component to ensure environmental compliance and regulatory alignment in Peru

Mission:
Insuco deployed a multidisciplinary team, including environmental, forestry, and social specialists, to execute this mandate over a period of 1.5 months. Our team performed a comprehensive gap analysis to identify potential obstacles that could hinder the evaluation and approval process by the authorities. This involved verifying that the proposed ITS met all technical, environmental, and regulatory requirements stipulated by Peruvian law.
To strengthen the technical file, we conducted strategic field visits to validate and complete the data provided by PMO Vías regarding the expressway’s physical and biological surroundings. The mission culminated in the formulation and formal submission of the ITS to the General Directorate of Environmental Affairs (DGAAM) of the Ministry of Transport and Communications (MTC). Insuco played a pivotal role during the review phase, directly addressing and resolving observations raised by the DGAAM.
Results:
The deliverables produced during this assignment included:
- A comprehensive Gap Analysis Report.
- The final Sustaining Technical Report (ITS) dossier.
- Technical responses to official queries from the Ministry.
- The final Directorial Resolution granting approval.
Our work provided the client with the necessary legal security to proceed with construction, ensuring that all environmental impacts were correctly identified and mitigated according to the updated project scope. The approval of this instrument was a prerequisite for the project’s operational continuity and its alignment with international best practices in infrastructure management.
