Environmental and social strategic assessment for an affordable housing project in Addis Abeba

Mission:

Affordable housing is scarce in Addis Ababa, the capital of Ethiopia. Most of the new apartments built in the city are for the sale market and are mainly targeted at the higher income segments. While various housing supply mechanisms have been put in place with government support, including low-income housing, middle-income housing, and cooperative housing, demand is growing rapidly and supply is still low. To address this problem, the Federal Housing Corporation (FHC) has developed a project to build 15,000 housing units in the Addis Ababa metropolitan area to be rented to tenants at affordable prices. FHC intends to market the project as a public-private partnership (PPP). Expertise France, the French Public Agency for International Technical Cooperation, has designed a technical assistance program for the Federal Democratic Republic of Ethiopia to support the implementation of Ethiopia’s Second Growth and Transformation Plan, and in particular the public-private partnership (PPP) reforms. In this context, Insuco was commissioned to carry out the environmental and social strategic assessment for the feasibility study of this affordable housing project.

Results:

As part of this mandate, Insuco produced an environmental and social strategic assessment including:

  • A documentary review;
  • A legal review;
  • A stakeholder identification;
  • A preliminary environmental and social impact identification and assessment.
