Recent and ongoing projects

Mission:

The central objective of the mission is to strengthen participation in energy communities through the design of empowerment, life and governance plans, as well as the design of technical and economic proposals for the participation of prioritised communities in national calls for proposals.

The specific objectives are as follows:

1. Analyse the factors and levels of governance in four Wayuú communities in La Guajira — Los Cabritos, Bahía Hondita (Asomanglares), Moloconosir and Chinay;
2. Systematise the training processes used in the design of plans with an inclusive and gender-based approach;
3. Build three community empowerment plans, adapted to the sociocultural contexts of each community, empowering through the construction of life plans and governance plans, according to the strengthening requirements of each community;
4. Design a training programme to strengthen the technical and organisational capacities of the communities, focused on accessing and attracting investment opportunities. This programme will include guides for participating in national events to promote community services and a portfolio of services.

Results:

At the end of this mission, Insuco delivered the following products:

• Mapping of 3 communities in La Guajira: analysis of the territory’s sociocultural factors, its levels of governance and the selection criteria for the chosen communities, highlighting their levels of management, community leadership and social and productive structures.
• A diagnostic document of the participatory and training processes for the design of the empowerment plans: pedagogical strategies and participative actions developed in the workshops with the women and indigenous leaders of the chosen communities. It will also include the different analysis tools used.
• Three tailored empowerment plans: analyses carried out on community leadership, social empowerment, gender inclusion, mechanisms for the participation of women and indigenous peoples. In addition, it will report on recommended organisational and governance models and production diversification strategies for energy communities.
• Technical and economic proposals for national tenders: strategies for participating in national tenders that attract social investment in energy communities, steps for developing products and services, analysis of opportunities in local and regional value chains and a plan for community marketing strategies to promote products and/or services on the market.
