Recent and ongoing projects

Elaboration of the Resettlement Action Plan (RAP) for Route Départementale 501 (RD-501) representing 26.4 km and 938 Project Affected Persons (PAP) between Port-de-Paix and Anse-à-Fôleur and the T2D section on Route Nationale 1 (RN1) representing 1.7 km and 200 PAP in the town of Plaisance, in compliance with Inter-American Development Bank (IDB) performance standard 5.

Client : Unité Centrale d’Exécution (UCE) / Ministère des Travaux Publics, Transports et Communications (MTPTC), financed by the Inter-American Development Bank (IDB).

Mission:

Renovating roads requires compensation for Project Affected Persons (PAPs) in the form of expropriations (on title, for affected land and buildings) and compensation for loss of trees, crops and economic activities. In Haiti, expropriations are handled by the Comité Permanent d’Acquisition Amiable (CPA), which reports to the Ministère de l’Economie et des Finances (MEF), and compensations that fall within the scope of the IDB’s social performance policies and standards (OP-710) are handled by the Unité Centrale d’Exécution (UCE), which reports to the MTPTC. 

Mission:

To help improve these processes and ensure compliance with social performance standards, Insuco was asked to draw up RAPs for the RD-501 between Port de Paix and Anse-à-Fôleur, representing 26.4 kilometers and 938 PAPs, and for the T2D section of Route Nationale 1, representing 1.7 kilometers and 200 PAPs. The mandate also provided capacity-building training for the UCE on RAP implementation activities.

Results:

Insuco submitted the following deliverables:

  • Proposal for updating the scales and discounting method for RD-501 compensation;
  • Monthly technical assistance reports (27)
  • PAR for the 8 sections making up the RD-501
  • Capacity-building training report on RAP implementation for Route Nationale.
