Assessment of Agricultural Water Availability, Uses and Governance for a Climate-Resilient Irrigation Strategy in Northern Haiti
Mission:
As part of a project to support the adaptation of agriculture in Northern Haiti to climate change, the Inter-American Development Bank (IDB) commissioned Insuco and ESA Consultance S.A. to assess water availability, uses and governance across the region. Insuco contributed social expertise to examine governance and gender dimensions, complementing the hydrological and agronomic expertise provided by ESA Consultance. The approach combined an assessment of infrastructure and watersheds with an analysis of local social dynamics and patterns of water use.
Results:

An integrated assessment of the state of water resources, infrastructure and water management across Northern Haiti.

An analysis of social, governance and gender dimensions, complementing hydrological and agronomic data.

Prioritisation of two irrigated areas presenting favourable conditions for future agricultural investments.

Decision-making evidence based in particular on water availability, infrastructure conditions and the strength of local social dynamics around agricultural production.
Extra mile
Insuco combined technical and social dimensions within the assessment to provide a more comprehensive understanding of the conditions required for viable future irrigation investments. This integrated approach was recognised by the client, who highlighted the quality of the data and analysis and their contribution to project formulation: “[…] the quality of its data and analyses, which met the team’s expectations for project formulation.”
