Recent and ongoing projects

Mission:

The Valle del Cauca administration (2024-2027) prioritises competitiveness, social equity, biodiversity and quality of life, with a focus on inclusion and climate change. In this context, the AFD is promoting a €100 million financing programme for sustainable agriculture, environmental conservation, equity and peace, complemented by technical cooperation and clear goals to be implemented between 2025 and 2027.

With this in mind, Insuco, in partnership with Biotope, conducted a comprehensive sectoral diagnosis of Valle del Cauca to provide AFD with a baseline of the institutional, regulatory and strategic framework in the subsectors of Agriculture, Environment and Reduction of Inequalities, with a gender focus and an analysis of institutional capacities, to inform the design and implementation of the financing and technical cooperation programme in the department.

Results:

• Based on the review of information, the approach and semi-structured interviews with stakeholders, risks were identified in the implementation of programmes in the subsectors of agriculture, environment and reduction of inequalities. With the above, a public policy matrix was developed as a tool to identify direct and indirect risks and to propose mitigation measures in the gap analysis.
• Based on the information gathered and the risk and impact analyses, a technical assistance programme proposal and a strategic environmental and social assessment (SEAS) were prepared.
• Insuco delivered the following products:
  • A report of the sectoral, institutional and public policy analysis with a cross-cutting approach on gender.
  • A Public Policy Matrix (MPP)
  • A proposal for a technical cooperation programme that the AFD could implement for the Governorate of Valle del Cauca.
  • Strategic environmental and social assessment (SEEA) and presentation of the final report.
