Development of the Environmental and Social Management System (ESMS) for the operations of the Haitian rum company Barbancourt, in compliance with the performance standards of the Inter-American Development Bank (IDB), and training on the new ESMS developed

Mission:
Société du Rhum Barbancourt S.A. is a leading producer of sugarcane-based rum in Haiti and one of the country’s largest exporters, with its plant and part of its fields located in Port-au-Prince. The Inter-American Development Bank (BID Invest) was considering granting a loan to the company to finance investments in a more sustainable and environmentally-friendly production system, as well as associated working capital requirements.
As part of this loan, the company was required to produce an Environmental and Social Action Plan (ESAP), which triggered performance standards 1, 2, 3 and 4 of the Inter-American Development Bank. Insuco Haiti was commissioned to produce the Environmental and Social Management System (ESMS) and to train the company’s senior management on this tool, as well as to conduct two external audits, at +6 months and +12 months.
Results:
Insuco provided the following deliverables:
- ESMS manual including: i)Hygiene, Health and Environment (HSE) policy, ii)Solid waste management plan, iii)Hazardous materials management plan; iv)Spill prevention and control and countermeasures; v)Occupational health and safety plan; vi)Emergency preparedness and response plan; vii)Social policy; viii)Community health and safety management plan; ix)Supplier and subcontractor management plan; x)External grievance mechanism; xi)Follow-up plan.
