Design and implementation of a governance and sustainability center for the development of Cajamarca, based on the Rimay project phases, within a third phase of IDB financing in Peru.

Mission:
Insuco’s mission was to provide specialized technical assistance to transition the Rimay initiative from a conceptual framework into a functional Governance and Sustainability Center. Our team, composed of a Director, an expert advisor, and specialized coordinators, worked closely with the IDB and local authorities to ensure the project’s institutional sustainability.
The assignment involved several critical workstreams:
- Strategic Articulation: We facilitated the integration of the Rimay working group with the Regional Development Agency (ARD), ensuring that multi-stakeholder dialogue was embedded within the state’s formal planning mechanisms.
- Portfolio Refinement: We conducted a thorough review and update of the previously identified public-private project portfolio. This ensured alignment with the newly approved Concerted Regional Development Plan (PDRC), making the projects eligible for funding and implementation.
- Governance Design: We developed the operational and legal frameworks for the Center, defining roles, responsibilities, and decision-making processes for the diverse participants, including government agencies, mining companies, and civil society.
- Capacity Building: Our team provided ongoing advisory services to strengthen the ARD’s technical capabilities in managing complex territorial negotiations and monitoring sustainable development indicators.
Results:
The deliverables produced included a finalized institutional design for the Governance Center, an updated and validated portfolio of territorial projects, and a series of technical reports documenting the consensus-building process. Our work ensured that the regional development strategy was not only technically sound but also socially legitimate, providing a clear path for the implementation of high-impact projects that mitigate socio-environmental risks and maximize the benefits of the mining sector for the people of Cajamarca
