Technical Assistance for the Institutionalization of Multi-Stakeholder Dialogue and the Strengthening of Strategic Planning Capacities for Prioritized Investment Projects within the Regional Government of Cajamarca, Department of Cajamarca, Peru
Mission:
The mission consisted of developing a comprehensive technical and participatory framework to consolidate territorial governance in Cajamarca. Our team, comprising a project director, coordinator, national expert, and data analyst, executed the mission through three distinct phases: preparation, analysis of multi-stakeholder dialogue spaces (EDMA), and the design of final strategic instruments. We focused on creating a “Participatory Regional Development Planning Guide,” which synthesized historical precedents and provided actionable recommendations for institutionalizing these processes. Simultaneously, we supported the integration of technical and social criteria for prioritizing public investment projects, ensuring that regional authorities have the capacity to implement high-impact initiatives. The service included a detailed analysis of project files, identification of implementation challenges, and the provision of logistical and technical support to the executive units responsible for these projects.

By applying international standards of transparency and inclusion, our work established a sustainability plan that ensures the GORE Cajamarca can continue to foster productive dialogues and efficient project delivery long after the consultancy’s conclusion.
