External Mid-Term Review of the Project Aimed at Protecting and Assisting Vulnerable Haitian Women and Children Returned along the Border with the Dominican Republic

Mission:

The International Organization for Migration (IOM), together with its funding partner, Global Affairs Canada (GAC), has committed to providing assistance to migrants forcibly returned to Haiti by the authorities of the Dominican Republic, through the project “Protection and Assistance for Vulnerable Haitian Women and Children Migrants.”

Insuco was commissioned to conduct the mid-term evaluation of the project based on the standard OECD-DAC criteria (excluding impact), notably relevance, coherence, effectiveness, efficiency, and sustainability, as well as cross-cutting themes: gender equality, rights-based programming, inclusion of persons with disabilities, and environmental sustainability. The main objective was to assess the progress and early effects of the project, while formulating recommendations for the continuation of its implementation.

Results:

Insuco delivered the following outputs:

  • A scoping report

  • An evaluation report

  • An “Evaluation Brief” and “Response Matrix” in IOM formats
