Baseline study for the design of a multi-stakeholder dialogue mechanism focused on territorial development in mining regions of Pasco and Alcides Carrión provinces, in Peru

Mission:
The mission consisted of providing a rigorous diagnostic and strategic design for territorial dialogue. Our multidisciplinary team, including specialists in indigenous peoples and social dynamics, executed the project through three main phases. First, during the Preparation Phase, we developed a detailed work plan and entry narrative to ensure cultural sensitivity. Second, the Territorial Analysis Phase involved a comprehensive situational diagnosis of Pasco and Alcides Carrión, covering social, economic, and environmental dimensions. We evaluated existing regional planning tools and conducted a risk analysis to propose mitigation strategies for mining-related conflicts. Finally, we identified and mapped key actors to ensure representative participation. The mission culminated in the Design Phase, where we proposed specific structures for multi-stakeholder dialogue tables.
Results:
The following deliverables were produced:
- Situational diagnosis report for Alcides Carrión and Pasco provinces.
- Evaluation of regional planning tools supporting multi-stakeholder engagement.
- Risk analysis and mitigation strategy report.
- Stakeholder mapping and identification of key participants for dialogue.
- Final proposal for the design and implementation of dialogue tables, including technical recommendations.
Our work provided the client with the necessary evidence to launch formal participatory processes, directly impacting the quality of governance and the protection of human rights in the region. By applying international standards and deep local knowledge, Insuco established a baseline that allows for monitoring future progress in social management and territorial development.
