Comprehensive baseline study for the design of a multi-stakeholder dialogue mechanism focused on territorial development in mining regions within the province of Chumbivilcas, Cusco, Peru

Mission:
Insuco’s mission involved developing a comprehensive baseline study that served as the technical roadmap for designing multi-stakeholder dialogue mechanisms. We executed a series of detailed technical assessments to ensure the proposed dialogue spaces were grounded in the province’s actual conditions. The team performed a situational diagnosis of Chumbivilcas, analyzing social, economic, and environmental variables critical to understanding the local context.
We also identified and evaluated regional planning tools to align the dialogue mechanism with existing institutional frameworks. A core component of our work was the mapping of actors and current dialogue processes, which allowed us to identify gaps and opportunities for engagement. Furthermore, we conducted a rigorous identification of risks and proposed concrete mitigation measures to safeguard the process.
Results:
The primary deliverables provided to NIR included:
A situational diagnosis of the province of Chumbivilcas.
An evaluation of regional planning tools.
A detailed risk assessment and mitigation plan.
A comprehensive mapping of stakeholders and dialogue processes.
A formal proposal for the design of multi-stakeholder dialogue spaces with implementation recommendations.
Our work empowered the client with the evidence-based strategies required to mitigate mining-related impacts and improve regional governance through inclusive participation.
