Final evaluation of the “Citizen Participation and Consultation through Makòn”

Insuco Haiti has carried out the final evaluation of the “Citizen Participation and Consultation through Makòn” project implemented since 2018 by KNFP (Conseil National de Financement Populaire / Konsèy Nasyonal Finansman Popilè), CCFD-Terre Solidaire and AFD (Agence Française de Développement). The aim of the project is to contribute to a more inclusive democracy in Haiti through citizen participation, particularly of women and young people, in the development of the territories, through the Makòn, spaces for dialogue, meetings and training that allow members from various civil society organisations (peasant organisations, women’s organisations, youth organisations, solidarity mutuals) to “sit down together” to discuss issues that concern them directly and to propose solutions to the local authorities.

Already present in two rural communes, Gros Morne (Artibonite) and Limonade (North), the project supported for 42 months by AFD within the framework of specific FISONG (Sectoral Innovation Facility for NGOs) funding on the theme of Citizen Participation was extended to three rural communes in the Grand Nord and to one urban commune (Cap Haïtien).

The evaluation took place between September and November 2021, with Cécile Berut (Expert Evaluator), and Eben-Borno SAINT-VIL (Expert Collector). Following the holding of 10 focus groups, a feedback workshop was held in Limonade in the presence of KNFP representatives and Makòn members, which allowed the presentation of the first results and recommendations of the evaluation, before the drafting of the final evaluation report.
