Evaluation study of the Programme d’Appui à la Création d’Emplois et de Revenus Durables (PACERD)

Insuco Haiti is finalising an external evaluation study of the Programme d’Appui à la Création d’Emplois et de Revenus Durables (PACERD) implemented by APEFE (cooperation agency), and financed by SPF Foreign Affairs, Foreign Trade and Development Cooperation and Wallonie Bruxelles International (WBI).

Insuco Haiti conducted the final evaluation of the Programme d’Appui à la Création d’Emplois et de Revenus Durables (PACERD) implemented since 2017 by the Belgian Association APEFE in partnership with the Institut National de la Formation Professionnelle (INFP) in Haiti. PACERD has implemented the programme in 6 departments of the country, to encourage access to training and professional integration of young people through self-employment. The project’s achievements were assessed according to the 5 DAC evaluation criteria of relevance, effectiveness, efficiency, sustainability and impact.

The evaluation took place between July and November 2021, with Yumi Burger (Project Officer), Odniel Josema (Field Monitoring Officer) and Alice Delmon (Technical Director).

In line with the main objectives of the mandate, this final evaluation provided lessons learned and operational recommendations for the project partners to ensure sustainability after APEFE’s departure at the end of 2021.
