Social and Institutional Feasibility Study of Hamana Gold SA’s Biodiversity Offset Management and Implementation Plan in the Kouroussa Region – Guinea

Mission:
Insuco was commissioned to lead the social and institutional feasibility study of Hamana Gold’s Biodiversity Offset Management and Implementation Plan (BOMIP), a subsidiary of Predictive Discovery. Insuco worked closely with Oryx Expertise, the biodiversity consultancy responsible for developing the programme’s ecological component. The plan proposes implementing the offset programme within the buffer zone of the Parc Naturel du Haut Niger, close to the mining project.
Two experts, one international and one national, consulted key stakeholders in Conakry and in the project area, focusing on local authorities and communities living within or near the buffer zone.
Results:
The assignment confirmed the programme’s overall feasibility and identified the conditions required for its implementation in an area subject to significant anthropogenic pressures.
- Confirmation of the programme’s social and institutional feasibility.
- Identification of key anthropogenic pressures on the park, including wood cutting, poaching and the over-exploitation of forest and fish resources.
- Definition of a dual approach combining the reduction of anthropogenic pressures with conservation and restoration activities to achieve the programme’s biodiversity conservation objectives.
- Development of mitigation measures and recommendations, including strengthening the resources available to the OGPNRF and developing income-generating activities for local communities.
Extra Mile
Insuco placed strong emphasis on deep stakeholder engagement, involving key actors including the Chimpanzee Conservation Center, OGPNRF park rangers, communities contributing to anthropogenic pressures and stakeholders involved in alternative income-generating activities. This comprehensive consultation process helped identify the constraints and needs of each stakeholder and enabled the development of recommendations tailored to the project’s social and institutional feasibility.
