Analysis of European programmes and strategies related to the conflict prevention pillar of the "Women, Peace and Security (WPS)" agenda in West Africa and formulation of operational recommendations

Mission:

West Africa is experiencing constant political and security upheaval, marked by recent coups in Mali, Burkina Faso and Niger, as well as the expansion of jihadist movements. The general decline in civil rights and climate change are other factors contributing to the increase in conflicts in West Africa.

In this changing context, Insuco has been mandated to conduct an in-depth analysis, including operational recommendations to help the EU strengthen its programming, coordination and policy dialogue on the conflict prevention pillar of the Women, Peace and Security agenda in West Africa. This study was conducted on the basis of case studies in three target countries : Chad, Ghana and Nigeria.

This analysis was carried out based on a literature review and numerous interviews with the European Union, its delegations, its Member States and representatives of civil society. It resulted in the production of an operational analysis note containing practical recommendations to strengthen inclusive conflict prevention through EU’s actions.

Results:

The study led to the formulation of operational recommendations for the various stakeholders involved in the design, validation, implementation and monitoring of EU actions. The recommendations focus, in particular, on improving existing tools and documents. We have also put forward a proposal for a gender-responsive conflict prevention assessment, which sets out in detail how, in practical terms integrate a gender lens into the existing analytical framework.
