Strategic Planning for Water and Mine Closure (CPP): Technical Assistance for the Review of Social and Community Requirements for the Yanacocha Mine Closure Process in Cajamarca.

Mission:
Insuco’s intervention was structured around six comprehensive scopes designed to build a robust social closure framework. We began by conducting a comparative analysis between national regulations, Newmont’s corporate standards, and international benchmarks such as the IFC Performance Standards and ICMM principles. This allowed us to update social commitments and identify critical gaps. To understand the human dimension of the closure, we implemented a participatory methodology that included over 50 virtual surveys and 25 semi-structured interviews with key local actors. We also conducted field visits to critical water infrastructure, such as the “El Milagro” treatment plant, to evaluate the technical-social nexus of water management.
Results:
Key activities and deliverables included:
- Social Baseline Update: A detailed situational diagnosis of the affected communities to measure socio-economic dependencies.
- Stakeholder Mapping & Engagement Plan: Identification of actors and the design of a communication strategy to manage expectations regarding water and land use.
- Risk and Impact Assessment: Development of a comprehensive matrix identifying potential social risks and proposing specific mitigation measures.
- Socio-economic Impact Report: Analysis of the local economy’s transition and recommendations for livelihood restoration and post-mining land use.
- Workshops & Capacity Building: Organization of seven participatory workshops in Cajamarca to socialize closure progress and collect community feedback.
- Strategic Recommendations: A technical memorandum and executive presentations outlining the roadmap for a socially responsible closure.
Our work provided Newmont with the necessary tools to navigate the transition, ensuring that the closure plan is not merely a technical requirement but a strategy for lasting regional development.
