Technical Assistance for the Analysis and Strengthening of Scenarios for the Potential Resettlement of the Chiqñahui and Chuicuni Communities within the Framework of the TSF2-LB Stage 2 Project.
Mission:
Insuco’s mission was to define and evaluate three distinct resettlement scenarios—communal, clusters, and mixed—to support MLB’s decision-making process. The team implemented a robust methodology starting with the collection of secondary information from national and local entities, including the Ministry of Agriculture, judges of peace, and public registries. To validate this data, field activities were conducted, including up to 40 interviews with key informants in the affected area.
The technical team, led by a Project Director and composed of social, land access, and cost specialists, developed detailed estimated budgets for each scenario. A central component was the design and implementation of a Multicriteria Analysis (MCA), which allowed for the objective comparison of scenarios based on social, environmental, and financial variables.
Results:
The following results and deliverables were successfully submitted:
- Preliminary Analysis Report: A comprehensive review of the strategy for primary and secondary data collection.
- Field Report: Systematization of qualitative information gathered through field interviews and stakeholder mapping.
- Catastral Study Analysis: A detailed report on land ownership and legal status of potential receptor sites.
- Scenario Budgets: Financial projections for the “communal,” “clusters,” and “mixed” resettlement models.
- Multicriteria Analysis Results: A final decision-support tool ranking the scenarios based on the defined weighted variables.
- Final Analysis Report: A consolidated document integrating all findings and strategic recommendations for the TSF2A project.
