Mission:
The mission consisted of developing a comprehensive Local Capacity Mobilization Plan with a practical and operational focus. Insuco’s team of specialists conducted a detailed situational analysis to characterize the local population, identifying both skilled and unskilled labor available in the zone of influence. The study also mapped existing local companies and associations capable of providing services in sectors such as construction, food supply, and transportation.
Results:
Key activities and results delivered included:
- Demand & Supply Mapping: Defined technical project needs across all industrial phases and matched them against local workforce profiles and productive capacities.
- Strategic Procedures: Formulated specific protocols for local hiring and procurement designed to minimize social risks and manage community expectations.
- Development Roadmaps: Designed strategies to strengthen local food supply chains and promote the articulation of local producers with regional and national markets.
- Contractual Frameworks: Developed standard formulations for inclusion in contractor documentation to ensure “local preference” was implemented objectively.
- Demobilization & Transition Planning: Created recommendations for labor demobilization at the end of construction and transition plans to help workers re-engage with other economic sectors.
- Training Initiatives: Recommended early-stage technical training programs to close existing skill gaps before the start of major works.
