Mission:
As the Environmental Impact Assessment carried out for the project identified a risk of displacement/resettlement during the construction phase, AFD has asked Insuco to develop a Resettlement Policy Framework (RPF) for the project, in accordance with the World Bank’s Environmental and Social Standard 5 (ESS 5). This is to assess the risks related to involuntary resettlement (physical and/or economic displacement), clarify the principles of resettlement, the organisational arrangements, procedures to be applied in the future implementation of a Resettlement Action Plan (RAP) and/or Livelihoods Restoration Plan (LRP), and the design criteria to be applied to the project components.
Results:
The project is structured around the following components:
- Phase 1 – Start-up and adjustment of work plan: Kick-off meeting and receipt of information
- Phase 2 – Review and analysis of information and preparation: Review and analysis of information, analysis of the legal framework and gaps, preparation of a report with suggestions, preparation of methodological tools for gathering information and preliminary identification of stakeholders.
- Phase 3 – Information collection: On-site visit to the project’s area of influence to verify the footprint and randomly collect property and asset information at replacement value
- Phase 4 – Definition of the resettlement strategy: Characterisation of impacts, definition of preliminary eligibility criteria, preliminary development of the PRMV, and guidelines for the Stakeholder Participation Plan (PPPI), Mechanism for Petitions, Complaints, Claims and Suggestions (PQRS) and communication framework
- Phase 5 – Cost estimation and planning: Definition of the method for assessing losses and affected assets and restoration/support measures, institutional framework, and definition of costs for the agreement and implementation of the PAR/PRMV.
