Formulation of an integrated territorial development project pilot focused on shared value generation and socio-economic gap reduction within the framework of the Mining Vision 2030 in Cajamarca.

Mission:

Insuco, in partnership with IEP, developed a comprehensive five-phase technical assistance mission to formulate the Integrated Territorial Development Pilot (PDTI) for Cajamarca. The team began by aligning strategic regional objectives with international best practices through extensive benchmarking and documentary review. A rigorous diagnosis of regional competitiveness was conducted, identifying critical socio-economic gaps and opportunities for shared value in the mining sector. The mission involved extensive stakeholder engagement, including one-on-one meetings and multi-actor workshops with government representatives, industry leaders, NGOs, and academia. These consultations were vital for mapping strategic projects and identifying “bottlenecks” in regional investment.

Results:

Key deliverables included:
– Methodological framework for the territorial development pilot.
– Regional competitiveness diagnosis and investment promotion analysis.
– Strategic roadmap for the PDTI, including objectives, indicators, and budget.
– Design of a multi-actor governance system integrated with the “Rimay” committee.
– Monitoring, evaluation, and learning (MEL) protocols for long-term sustainability.
