Environmental, social, and climate feasibility study and operational framework integration for the CRYS integrated watershed management project in the Upper Yaque del Sur River basin.
Mission:
Insuco, in consortium with IRAM, was commissioned by the French Development Agency (AFD) to conduct an environmental, social, and climate feasibility study for the CRYS Project in the Upper Yaque del Sur River basin. Aligning operations with World Bank safeguards and AFD policies, our team integrated institutional diagnostics with climate vulnerability mappings. Our value lies in securing socio-economic resilience and operational readiness for complex multi-stakeholder green funding. Seeking international green funding validation, the client required a comprehensive environmental, social, and climate feasibility study aligned with World Bank safeguards (ESS1–ESS10) to secure structural sustainability and protect vulnerable rural communities.
Results:
The assignment delivered key technical outputs aligned with international green funding requirements. These include an updated social, economic, and gender diagnostic; validation reports on local soil restoration protocols; a comprehensive climate vulnerability mapping crossing environmental risks with marginalization indexes; and a detailed operational feasibility analysis. Furthermore, our team simulated project procurement schedules, drafted initial versions of the Project Operations Manual according to AFD templates, and engineered a unified final technical document integrating external studies on water governance and infrastructure.
Our intervention directly impacts the CRYS project by unearthing critical agricultural dynamics, such as extensive cattle grazing risks and “conuquismo” land-clearing patterns, which were previously overlooked. By assessing dual-spouse co-ownership trends, designing vegetation-based sanitation criteria, and establishing explicit voluntary land donation frameworks, our work prevents resource conflicts. Ultimately, it equips international donors and national counter-parties with decision-ready operational manuals that safeguard the environmental and social resilience of vulnerable upper basin rural communities.
