Development of practical business guidelines on labour migration, mobility, and fair recruitment for Latin America and the Caribbean for the International Labour Organization (ILO)

Mission:
Insuco was commissioned to develop two practical, regionally adapted business guides on labour migration, mobility, and fair recruitment for Latin America (Spanish) and the Caribbean (English). The client expected clear, actionable tools aligned with international labour standards, as well as insights reflecting the diverse regulatory and operational contexts of both regions.
The process involved close collaboration with the ILO and active participation from employers’ organizations across Latin America and the Caribbean. Through virtual consultations, validation workshops, and training sessions, Insuco engaged key stakeholders to ensure the relevance, usability, and ownership of the guides. The team mobilized expertise in labour migration, stakeholder engagement, and regulatory analysis.
Results:
Key deliverables included draft and final versions of both regional guides, as well as agendas and materials for validation workshops and capacity-building sessions. Additionally, the process contributed to establishing a network of focal points within employers’ organizations on labor migration issues.
Our work provides the ILO and its partners with practical tools to strengthen responsible business conduct, improve labor mobility governance, and promote fair recruitment practices. It also supports capacity building among employers’ organizations, fostering greater alignment with international standards and enhancing the protection of migrant workers’ rights across the regions.
