Design of an IFC-compliant Stakeholder Engagement Plan for the Refoenergy Villanueva biomass power project and transmission line in Casanare, Colombia
Mission:
Insuco was commissioned to design and implement a Stakeholder Engagement Plan (SEP) aligned with IFC Performance Standard 1, ensuring the project met international environmental and social requirements. The client expected a robust framework to identify stakeholders, assess risks and impacts, and define clear, transparent engagement strategies throughout the project lifecycle.The process involved close coordination with Refoenergy Villanueva S.A.S., including its technical, environmental, and social teams, as well as engagement with local communities, municipal authorities, and other key stakeholders. Insuco mobilized expertise in stakeholder engagement, environmental and social standards, and territorial analysis to ensure alignment with both IFC requirements and the local context.
Results:
Key deliverables included the Stakeholder Engagement Plan, supported by stakeholder mapping, engagement strategies, and monitoring mechanisms, as well as documentation of socialization processes related to the environmental license (presentations, attendance records, minutes, and photographic evidence).
